Ukraine at a Political Crossroads: The Case for Wartime Democratic Renewal

Ukraine’s wartime leadership has played a critical role in preserving the state, sustaining military resistance and securing unprecedented international support. However, more than four years after the suspension of normal electoral cycles, growing political pressure is reopening the question of democratic renewal. This Insight Paper examines Ukraine’s constitutional position, political landscape, corruption challenges, potential candidates and the practical difficulties of conducting elections during war. It argues that Ukraine should begin preparing now for credible national elections once a verifiable ceasefire and sufficient security conditions allow—without requiring a final peace settlement with Russia.
